Minerals – Aggregates/Cement Plant

Client Problem

  • The site our client owned were two adjacent long-term aggregates quarry and cement plants in the North
  • They needed a considerable extension to their existing consent which would have a tortuous consent regime and need considerable public consultation
  • Before they even started work on the application, and despite having considerable in-house PR resources at their disposal, they wanted to understand the political levers on the potential consent regime and how to plan for the long-term political and public consultation process

Our Approach

  • We carried out a very large research project to give the client the political knowledge they needed to be able to plan their approach
  • Our research covered national policy and politics, regional issues, sub-regional political dynamics, a detailed look at the local authority situation as well as research into the numerous parish councils and community groups they would need to interact with
  • We correctly identified all the groups and bodies involved and how they all interacted with each other, giving our client a unique route map of their situation
  • We devised an outline plan for how to bring the application forward and how to lobby whom and when, giving our client a detailed list of recommendations on how to proceed

Result

  • Without this piece of research, our client would never have managed to understand the overlapping complexities of their situation and would not have been able to proceed successfully with their application
