Client Problem

  • Our client had been selected by the Council as the preferred bidder for the redevelopment of an unused Council office. The client had aspirations to redevelop the site as a private school
  • A neighbouring school had lost out to our client during the bidding process and launched a campaign seeking to have the decision overturned.
  • By stoking local residents’ fears of increased traffic, they successfully collected a 1,500-signature petition and secured the support of the local ward members and the main political opposition on the Council
  • As a result of this activity, the decision was called in by both the relevant Scrutiny Committee and the Full Council, which planned to take a view on whether the decision about preferred bidder should be reviewed
  • These meetings were due to take place within a week of the client instructing us

Our Approach

  • We quickly undertook a political research exercise in order to understand the process and to cut though the noise being generated by the opposition and identify who the key decision-makers were and what might influence them
  • From this we were able to provide the client with much-needed clarity about the degree of risk they were facing and prepare a simple step-by-step plan to see them through the coming days
  • In particular, this meant working closely with key officers and the portfolio-holder to rebut the myths being circulated by the rival school and ensure they had all the information they needed and would continue to ‘hold the line’ in the face of opposition

Result

  • Despite the high-level of community opposition, the Cabinet held firm and unanimously reconfirmed their decision to select our client as the preferred bidder
