Client Problem

  • Our client had applied to build a private healthcare facility on part of a very contentious site, adjacent to the green belt and within the rural fringe, on which any previous applications for development had been refused
  • The council leader, a member of the planning committee, and local councillors were known to oppose development on the site; there was also considerable opposition to the development from industry rivals
  • The leader of the council personally lobbied members of the planning committee against the scheme
  • Having led the client to believe otherwise, officers tried at the last moment to refuse the application under delegated powers

Our Approach

  • We delivered support from community stakeholders, making the case for the development
  • We persuaded a statutory consultee to remove its objection
  • When alerted to the officers’ plan to refuse under delegated authority, our swift action ensured that the application had to go before the full planning committee
  • Following the officers’ report which recommended refusal, we devised and coordinated a concerted lobbying campaign by local surgeons and GPs targeted at members of the planning committee

Result

  • All members of the planning committee declared that they had been contacted by large numbers of local residents so no member was excluded from the decision
  • The planning committee voted against their officers and leader’s objections and approved the application
